now now michael, 
you have realize how things are done here in the peoples democratic republic 
of maryland....it was vetoed because there wasnt enough money for him in 
it...plus he was probably preoccupied with his new wife of less than half his 
age and his out of wedlock conceived child......hope this clears it up
