Bob,

I have.

Try Sea School.  This is a test prep course.  You learn a lot of
mnemonics to assist you in passing the test.  The fact that you are
thinking of this implies that you've had years of experience and can
already navigate..  You also need a clean criminal record, a current
first aid certificate and CPR certificate from the Red Cross and
documentation proving the days sailed and whether it was in an inland or
off shore environment.
