Joe,

The range between tow handhelds over water will basically be line of sight.
Bear in mind though that it is technically illegal per FCC rules to use a
marine VHF between the land or dock and a boat.  I'm not sure how marinas
get away with it, nmaybe a special license.  The UHF FRS radios are cheap,
have almost the same line of site range and can be private with scramblers
and  are license free.
