Steve's absolutely right,

The problem isn't "lack of laws". The problem IS lack of people who give a 
shit about them.

We can't enforce the laws we have now, what good are more going to do???? 
Just make a big PITA for the honest guy.

And, here's a something to think about.
Those that give up their freedom in pursuit of security, WILL HAVE NEITHER.
Don't know who said it, but it's been proven to be true.
