The government is in the process of making marine
navigation charts available to the public in digital
format for free.  You can download a viewer from the
website for free or order a cd from fugawi.com for $19
with the viewer included.  The Army Corps of Engineers
is working on a database for inland waterways as well.
 Right now the Coast Guard has charts available for
most of the Cheasapeake and the East Coast. The beauty
of this format is that you can choose your scale,
level of detail, and then print as many copies as
desired.  Also, for you East Coast, Gulf Coast, New
England,  and Cheasapeake Rhodies, copies of the Coast
Pilot for your area is available for download as well.

This format is still evolving and is not as
user-friendly as most of the commercial products but
it doesn't cost $500 like Maptech either.
