Ron:  Rummy's advice seems right. I'd pop the bench/settee off and have a
look.  GB can fix you up with a new gasket for the centerboard cap.

Another possibility is that there is a crack in your drain hose from the
sink.  If so, you can suck in water when the outboard drain is under water
on a tack.  If this is so, you will have a wet floor under the sink.
