Michael,
Don't know about snow plows below Phila. We are north - in Ft. Washington. 
The township will put a plow on just about anything except the police 
Tahoes. They had the trash trucks, the recycling truck, the dump trucks, 
the road grader and the pickup trucks out. About the only thing I didn't 
see was the street sweeper. The streets are still not all the way dug about 
but with 4 wheel drive you can get about.
