Bruce,
I don't know if this will help, but there are two ways to look at this.
Obviously a rusty axle and springs on a new trailer don't have the eye
appeal that you would want. The good news is that the rust actually builds
up a protective barrier which will make them last for many years.
About five years ago I had a boat trailer sand blasted down to bare
metal.....everything including axles, springs and even the wheel rims. I
sprayed the bare metal with a Rustoleum primer and then gave it two coats of
Rustoleum paint. I have done no maintenance or cleaning since and there are
no signs of rust or corrosion anywhere. I sprayed the trailer white and the
axle and springs black. I eventually replaced the tires and got new
galvanized rims with them.

Attached for the group's info is a reply I received from Michael Orro at
Triad to an inquiry I made regarding rust on the axles and springs of what
was then a year old galvinized trailer.
