Mary Lou,
That's very strange. It's almost as though there are two centerboard caps. I
can tell you from past experience that whatever it is that's there, it has
to come off to give you access to the centerboard.

Michael,
It doesn't lift off, the gasket was on top of it. It appears to be 
identical to (and no thicker than) the bottom of the centerboard cap.
