There are ways to attach a base to a rail with a stainless hose clamp.
You can see several cleats available in West 2002 cat pg 1009. Helm
makes the clamps on pg 568 that can be used for rail mount. You have to
get a cam cleat with fairlead that fits the mount. That might take some
trips to your local marine store to find what you need, but it can be
done. Look at Harken item 238 that might be a erfect match for rail
mounting.
