Rob,

I have a 4.5 hp Evinrude that started life as a 15 inch model. I had the 
extension put on to get it to 20 inches. Cost about $150 bucks. The motor 
works far better as a 20 incher. Hardly ever sucks air now. When it was 15 
inches, we had to stay at the back of the cockpit to keep it driving well. 
If anyone went forward, it would cavitate.
