Paul Simon claims to have written it in 1973.

However, there is a bit of a problem with the singer-songwriters of the
"60s" who discovered they could double their royalties by claiming to
have written songs that no one else claimed previously.

A case in point is "Love in Vain" claimed by the Rolling Stones if you
look at vinyl releases of Let It Bleed, with no mention of Robert
Johnson. Now Robert Johnson is partially credited with some fudge about
"additional lyrics by ..."

Don't try this when you cover other people's songs. You won't get away
with it.

Sadly, you can only figure this stuff out if you already sort of know
the answer. Paul Simon has a history of crediting properly. If you
have more information on a predecessor song, I (or anyone else) can look.
