Jack,
I don't know about registering a boat in NJ but I can tell you how we 
decided PA vs. MD and why we switched. PA requires that all boats that 
"reside in PA" for 6 months of the year be registered in PA and the 6% 
sales tax paid. This can be any use including just sitting on the trailer. 
When we bought Fretless our intent was to keep her in PA in the backyard in 
the off season and in MD for the sailing season. MD requires a boat to be 
registered in MD if used primarily in MD. We registered the boat in PA and 
sailed in MD. After we took a slip on MD's Eastern Shore we began putting 
the boat in earlier and staying later in the season until we were nudging 
up against the 6 months in MD timeframe. Because of this, the last time our 
registration came up we switched to MD. Having proof that we had already 
paid the 6% in PA we did not have to pay an additional 5% in MD. The boat 
still lives in our backyard in the winter but now we don't worry about the 
MD DNR coming after us for the registration. The trailer is registered and 
titled in PA because that's where we live.

I'd second Boat/US as insurance. They took our word and the sales receipt 
for what the boat was worth. Heard nothing but good stories from the 
Chesapeake after Isabel from people with claims. We have their over the 
road trailering assistance (an extra $10/year on the membership) and found 
it very helpful when we burned out a trailer bearing on I95 a couple of 
years ago.HOpe this helps.
