Fred,

Yes, you've got it.

I removed the steaming light and put the restrainer over the hole, since I
was afraid I wouldn't be able to mount the restrainer high enough to prevent
chafe on the edges fixture if I left the light in place.

I mounted an LED anchor light at the masthead, since, according to my
reading of COLREGS when under power "If the boat is less than 7m in length,
with a speed of less than 7 knots, she need only show a white all-round
light" (22 feet equals 6.7056 meters). When under sail, a sailboat under 7
meters is only required to display sidelights and a stern light, the
all-around masthead light being optional.

I think I get it now.  The "halyard restrainer" is used to raise and lower
the spinnaker and it is that roundish thing on front of the mast 10" below
the
top that I thought was a steaming light.
