Ok ed sent me a email describing what up, I am answering on the list to save repeating it.

What is happening is called black listing or "black hole lists", it came about to stop spam.

Whats going on:

1)all the names you see used on the internet(like rhodes22.org) are converted to a number for use(12.98.137.112), this number is
called an IP address.
2)when a mail server connects(the sending side) to an other mail server to send email, the receiving side only know the IP address
from which it came. that is the "flaw" in the protocol that people are talking about.
3)The battle to combat spam people are making up directories of IP address that have had spam and in some cases address ranges(good
guests) or simply people they do not like.
4)http://www.declude.com/junkmail/support/ip4r.htm is am example, The problem is their is not "standard" for what it takes to get on
one of these list or any way to get off. Many are very arbiarty, unfair, pig headed, wrong, or by the "zealot", try address
200.161.250.68(randon spam in my inbox)
5)Now you should see the problem, even thought that address is "very spamy" only 10 of the 50+- services listed it, not one player
covers it all, So the system admin that setup the mail system that use these "directories" might pick a few of them, it a free for
all on what is happening.
6)what does this mean to the fininal user, email is refussed, with NO NOTICE. In larger ISP you will never be able to reach anyone
who can do anything about it(change ISP), Remeber my AOL hartburn, this was it
7)before you screem "how dare they", email appetence has been viewed as voluntary over the years, The terms of services give them
the right to drop your email. The problem is one person spam is someone else email.
