Steve,

You're right that throwing money at it might not necessarily fix it, but
taking money away definitely won't fix it.

Maybe I am an example of a failed system.  I'm nothing but a rock and roll
yahoo who makes it on his own--not some government employee who wastes the
taxpayers dollars sitting around the office emailing his friends.  Can you
say "Pork"?
