Ron,
	Since you sneaked out your qualifications, please explain to Mr.
Rummy the issues of leaving the radioactive waste all over.  
	A government agency is the only practical control agency because of
public policy issues (this comment needs detailed explanation).  The wastes
are being created by research at public institutions, such as Mr. Rummy's
nearby Clemson University.  There is the question of why is research being
done with radioactive elements in the first place?  In the simplest terms is
that is what research is all about.
	Medical waste are a big issue because of volume and extensive use.
Why are radioactive elements used?  Because through the previously said
research they have been used to diagnose, treat and cure certain illnesses!
Now is Mr. Rummy going deny such uses because the leftovers or wastes
involved requires special handling?
	Some of the problematic research involves how to handle the spent
radioactive elements.  Using the old which came first, the chicken or the
egg argument to stifle research is surrealist.  
	Ron, could you bring in the 'liberal perspectives' on these issues?
