I stand corrected.  What I meant to say was that manufacturers stopped making low hp 2 cycle engines beginning in 2006.  Tohatsu, Nissan, Mercury, etc.   do not offer 2006 model 2 cycles.

this statement.  
        California has it own rules and yes you cannot buy a 2 cycle even
today.  However, the last time this statement was made all I could find was
that you cannot buy a 2 cycle that does not meet 2006 polution standards. 
Tohatsu and others met that requirement on several 2002 models.
        So if you would, where is the current rule/law found?  I just want
to read it from the source.
        Do you have a web site describing that VHF antenna?  Is it only
available from Paula?
