Re licenses, you are absolutely right.  But you have to show workers  comp, 
withholding, etc, on the employees you list - and they may not be the only  
ones doing the work. The 3 guys the contractor hired at the 7/11 to fill  the 
dump truck - are they working for the company?  Are they working  for the guy who 
paid them?  Who knows.  Unless you  weret standing there watching the job get 
done, would you ever know?  Landscaping companies in northern Va get busted 
regularly for having  illegal day workers, and I'm sure the practice goes far 
beyond landscaping  companies.  At least part of the problem has to be that you 
can't put the  illegals on the payroll, and you also can't find anyone but 
the illegals to do  the type of work that needs to be done, so you get illicit 
day-hiring.  It  happens.
