The word picnic boat is descriptive of a class of boats, both power
and sail. It probably is a marketing term; however, I leave it to you to do

John, you seem to be the guy who helps everybody else get their boats
in order. Gee, come east, Rummy wants help polishing his boat. 
As Rummy alluded, there is a difference in nautical terms from
shimmying up the mast and going up in sling or boatswain's chair
(http://www.bartleby.com/61/79/B0357900.html).
At first the lady sailor implied she shimmied up the mast, and now
we find that she needs a chair. However, if she knew the boat, she would
know that on an IMF Rhodes 22 there is an extra block on top of the mast not
in use. What Kevin needs to do is when the mast is down, run a halyard thru
it for future use, like swinging ladies in boatswain's chairs.
