[Rhodes22-list] U. S. Coast Guard moving in

Based on some of the antics we saw on our recent sailing endeavor to 
Biscayne Bay (south to Elliott Key) and back, some sort of "proficiency 
training" (e.g., Coast Guard Aux for rules of the road, and perhaps a boat 
handling course) would be appropriate.
