Nouri al-Maliki is the front man for Moqtada Sadr. They are trying to 
convince the world that they are not conducting death squads. Nobody is 
buying it--including us:

“I want to underscore that most of the attacks
on our forces are by former regime loyalists and
other Iraqis, not foreign forces.”
