Got it.. Guess you are right..  
I did not notice the cleat on the step .. Perhaps it is there.. 
What I found it that the white piece of plastic that engages the lock was
actually broken in two.. I don't know if this happined first as a result of
the wind , then the pop top was lifted when the wind could get into the
cabin or if it fractured as a result of the beating the entire pop top
assembly took.
