 Not quite...'fictional' is from the mind of an author
altho' it may have been 'inspired' by an actual event.
(like L&O 'ripped from the headlines' stuff.)

'Composite' takes pieces from many real or existing
sources, but melds and presents them in one character.
In the end the character is fictional, but his deeds
are based on the deeds of real people.
