Wally,

There in lies the rub.  The Federal government would get the money.  If they
spend it on entitlement programs we haven't achieved much.  If we pay off
debt then the idea works.  The Saudi's pretty much control the world price
of oil, they just open the spigots if it gets too high and alternatives like
biodiesel start to look attractive.  That's somewhat of an oversimplication
but pretty much how it works.  The only way US consumers will change habits
is if it gets painful at the pump.  Europe, China, and the rest of the
industrialized world pay substantially more for gasoline than we do.
Considering current average family income versus historic prices for
gasoline, we're getting by very cheap.  I hate government meddling in
markets but this is a national defense issue.  We're as addicted to OPEC
providing cheap oil as the Chinese were to the Brits providing opium.
