does she have the right to purchase the t-shirt and wear it in public? if yes, then, though in bad taste, it should follow that the network has the right to air it. thats the legal standpoint. the fcc and broadcasters spar over this kind of thing all the time.i'd go back to the maker of the t-shirt. thats where the  problem starts.
