This is a cop out; the problem is a lack of competent and concerned  
leadership, pure and simple.  The President of the United States can pound  the table 
and make it happen as can many lesser luminaries.   The  problem is, they just 
don't care.  The public sector can do it, but they  have to want to, and the 
way you make them want to is to hold an agency head  accountable.  Which 
agency head has been put on report for poor performance  in rebuilding?  I can't 
think of anyone.   The rebuilding has  been "business as usual"  because this 
Administration sees it as just  one more thing to be done among many - there's 
no urgency.
