You are looking in all the wrong places.  Two alternatives that you should
look at are the Gulf Coast where Brad is throwing money around.  If you
build right and and place your house safely, the Gulf Coast is not all that
bad.  Just ask Brad.

Have you investigated South Carolina/Georgia?  First we have Lake Hartwell,
which is already over sold and developed.  But just north of Hartwell is
Keowee.  There are many retirement developments around the lake.  See:

And then there is Lake Thurmond.  Lake Thurmond is the bigest Corp of
Engineers' Lake east of the Mississippi.  It 
is bigger than Hartwell, imagine that.  And development is still in the
early stages.
