[Rhodes22-list] Military Hardware - Joke

Priceless! We learned about this too late in the Navy - when appropriated we would first build the airfield, then maintenance facilities, then infrastructure requirements, last of which included quarters and clubs, that is if we had adequate funding for the job. The Air Force had a different approach - they would first build the clubs, quarters, golf and other rec facilities, finally the airfield and facilities.  Invariably running short of funds, they would go back to Congress for more money.  Which approach would you choose?
