herb,
  maybe good vp's shouldn't have already lost a political fight for the top spot. someone with a chip on their shoulder might not be the most loyal partner. seeing the candidate and the vp together in the primaries might show a clearer picture of future strength or weakness.

time will tell about what the next guy(?) does. what about selecting a running mate earlier in the process. we do judge the candidates on their marital status, morality, health, ect. why not pair them up before the primaries?
