A stainless steel question:  If a stainless connection was improperly
repaired, i.e., welder did not start with stainless steel rod, and now
connection device has rust spots, is there (1) an effective rust remover on
that part of stainless with small spots without damaging rest of stainless. 
And (2) is there an effective coating that can be applied to stainless to
reduce future rust spots.  Also, device would be extremely difficult to
remove from surroundings which are plastic and fiber glass (think boat
surface).  The device apparently was not removed for the weld, just locally
isolated (?) and insulated.
