Good point, Hank.

As things stand today, you are right.

However, I anticipate that there will soon be a move to 
require and track use of individual IDs on computers.  
We already have MAC layer addressing in ROM, but some
boards allow that to be overridden.

As with most such regulation, only the criminals will 
have guns - or in this case, rigged computers.  The 
rest of us will be just hassled.
