Bill:

     You said that last fall you had bottom sand blasted.  Some people think
the gel coat is waterproof.  It is not and some moisture has leached out of
the underlying glass and the glass hull has dried.  The leaching process is
not just plain water but also contains chemicals.  Chemical analysis would
likely show an acidic leaching.  Before painting, wash hull with soap and
water and then wash with acetone before painting.  You will get a much
better bond.

addendum:  A strongback is a beam or girder which acts as a secondary
support member to existing structure. In shipbuilding, a strongback is
oriented lengthwise along a ship to brace across several frames in the case
of hull damage.
