Hi,  If the problem is mostly at cold start up, there is a trick to "prime"
the motor.  Put the transmission in forward, which releases to throttle, and
work it left and right to "prime" the engine.  Put it back in neutral to
start it.  I often switch to forward while tied to the dock to warm up the
engine.  Hope it helps.  This was a tip from my marina.

Dan,
I thing most outboards have a limiter for the throttle in the neutral
position, not limited in either forward or reverse.
