Actually, it's an urban legend.  The vote was to publish laws in Deutsch and
it got defeated by one vote.

They didn't have telephones then or they would have programed them - for
Deutsch, press #3.  Winston Churchill once said, "the Germans are either at
your throat or at your feet".  He must have anticipated my marriage to a
German girl for seven long years. Mostly I remember bullets at my feet.
