Leland,

You might consider fender boards.

Also if the dock does not float, but has pilings 
outboard, floating rollers around the pilings 
would provide some flexibility.

You could also use some rubber snubbers on your 
mooring lines to keep the boat centered, but able 
to move somewhat.
