Your approach sounds good.  I have a four foot piece attached to the front. 
It has a stopper on bottom and no stopper on top so that I take off sliding
ring for transport.  Even if you attach a mast mounted ring directly to
mast, on R22 that can be obstacle to transporting.

I believe that my bottom is lower than 30 inches.  I have life lines and go
under usually when poling genoa.  I use a spinnaker pole which is heavier. 
I also use a toping lift.  I have a block mounted about 2/3 or 3/4 up the
front of the mast.  

You might also plan places for blocks forward of pole so that you can run a
preventor.  Captain Keller is the expert on this forum on laying preventers.
