Hank,

Ask Stan for the technical details.  But I would suggest that it has to do
with being able to use the crane [gin pole with crank] by oneself.  The
crane by itself does not create sufficient angle to get mechanical advantage
to raise the mast from a flat position.  If the mast was level with the boat
or cabin top, you would need someone to assist by raising the mast to an
angle for the crane to easily raise the mast.

See how that answer flies or raises the mast.
