  I had almost the same problem In my case when they bolted the later to the boat they missed the nut"s or did not put any nut"s on the bolts Also on one side they even missed the block .
  I ground down the filler around the old block and Glued a new piece  of plywood in . Drilled new holes End of problem for now.

My swim ladder fell off my boat last week. 

(OK, so it didn't exactly "fall off", but that's another story.)

I'm looking at the ends of 4 bolts that seem to be glassed into the boat.

What's the best way to put the ladder back on?
