Luis,  

I cannot believe that a long time member of this forum would not keep a file
of good post that he might need.  Ask Bill Effros how to do that.  Surely
you kept a file how to search the archives?

Centerboard seal - have you considered buying one from Commodore Spitzer? 
Did you realize he does still sell replacement parts?  How do you think he
stays in business?  

Having been involved in several sailboat bottom jobs, I will say this, after
a lot of hard work it will be all right.  Your boat bottom can be made as
good or even better than new.  The fact that it may have sandblasted is not
an issue.  In fact you may want to have it done again.  I have had my R22
sandblasted and then a few blisters filled, and the bottom faired.  

Then several coats of interlux sealing epoxy applied.  The bottom was
smoother before the sealing epoxy.  Are you sure that you are not looking at
some sort of sealer or is it white?

Regardless, after all blisters are ground out, wash the whole bottom with
soap and water and let dry.  Actually let dry a couple of months.  You have
to get any moisture out of the fiberglass.  That moisture in blisters and
the adjacent glass work is acidic.  You should not attempt to fill
immediately, although many yards do.  

My recommendation is after it has dried out, then just before fillin
blisters paint with penetrating epoxy.  That stuff gets into the glass.  In
fact in a couple of hours after application it makes you thing that you
missed those spots.  Before the penetrating epoxy cure, fill blister holes
with filler.  You can make your own filler with epoxy additives or purchase
a ready made up filler from west marine.  Their brand filler sticks good. 
It is a vynal ester based product which is more waterproof than polyester
epoxy used to make your hull.

After voids are completely filled, and it may take several applications,
fair bottom again.  If you have used your own filler made out of epoxy then
you should fair and apply epoxy barrier coat asap.  Remember that you want
to apply several coats of barrier coat.  As the barrier coats dry to touch,
apply next coat.  When desired number of barrier coats are applied,
immediately after last coat is dry to touch, apply first coat of bottom
paint.  Naturally you will want to apply at least two coats of barrier paint
to whole bottom and extra coats to leading edge of hull and keel.

At least you are doing this when it is not 90 degrees.  

Fairing will go a lot faster with appropriate sander.  I recommend a Porter
Cable 5 or 6 inch commercial random orbital sander.  It cost about $170.  It
makes a big difference.  It is not a nightmare, just a lot of work.
