[Rhodes22-list] What's under the deck?

Here is a sailing question for all of you.

Recently I had to pull up the decking in front of the head due to rotted
boards and I found what appeared like sand underneath.  I suspect it was not
sand, but could have been concrete used as a ballast.  Does anyone know if
that is correct?  If so, how should I fix/replace it before i put the new
decking down?

2nd question, Several folks have commented about using epoxy to waterproof
wood in the boat.  Where is the best/most economical source to buy epoxy in
these quantities? I know WM sells West Systems, but it might be cheaper to
buy a new boat than get it from them.
