Yes, it was the December 2008 issue of Practical Sailor (Page 14).   
However, it is a review of three different Garmin units, not a multi- 
brand comparison like usual.  The basic premise of the article was to  
compare the 76CSX against a couple of newer models that had larger  
touch screens and other hi-tech features (Garmin "Colorado" and Garmin  
"Oregon").  They found that those models were aimed too much at the  
terrestrial market and not really suitable for marine navigation.  The  
article concluded stating that, in their opinion, none of the  
handhelds are useful as a primary chartplotters on boats because the  
screens are too small and details cannot be safely discerned for  
marine navigation.
