Leaving the vent open actually increases the likelihood of getting  
water absorbed into alcohol-enhanced gasoline.  During the day,  
heating will expand the air and fuel in the tank.  As it cools in the  
evening and contracts, moist air is drawn in thru the vent where it  
can condense and then be absorbed into the fuel.  The water will not  
evaporate because it gets combined with the alcohol and remains in  
suspension (don't know the scientific term for that).

Anyway, it's easy to see that after a few weeks of humid days and cool  
evenings, you could accumulate a lot of water even if it never rained.
