I think the surface of the hull is the topsides.  The measurement from deck
to waterline is the freeboard.  So they're referring to the same part of the
boat, but one is the actual, physical hull surface, and the other is a
dimension.

I understand freeboard to be the vertical hull surface from the rub rail to
the water line.
