Hank,

This could work.  If you release the outhaul the boom can remain
centered while the sail is out flapping on the side of the boat.  Now
the only problem is pulling the sail back into the main.  Even on calm
days I keep tension on the outhaul to prevent the sail from jamming.
It's also easier if the sail is lined up with the slot (centered and
slightly to starboard).  

In rough seas and heavy winds it might be easier to motor into the wind.

On the other hand, if your motor won't start this could be a useful
technique.

Where you have to pull from is only about 3' from the mast, so, no it is
not
out over the water.  Untie the outhaul from the end of the boom first.
