Bungee cords under any stress on a sailboat should be avoided at all cost.  Voice of experience.  When they let loose (and over time they will), look out as they leave lasting impressions on both humans and boat appearance.   While I will admit to using them below, we never use them on deck.

John is absolutely right about being careful with the ball end 
bungies!.  They don't have a hook so won't gouge your eye out, BUT they 
sure can hurt when they whip around and hit your hand or your face.  In 
fact it's probably a good idea to wear safety glasses when messing with 
bungy cords of any kind.  I wear prescription safety glasses with 
polycarbonate lenses and so forget about that aspect most of the time 
since I'm always protected.
To me, bungy cords are like computers.  I have a love/hate relationship 
with them.  In their place, they are great.  But they sure can mess with 
you if you don't watch out.
