[Rhodes22-list] hull problems?

Hi folks,
It's time again to work on the boat.  I'm hoping somebody can help me 
with a couple of problems.  Take a look at pictures labeled hull_x.jpg.  
I don't know a whole lot about bottom paint.  Stan says he used Petit 
Trinidad on our boat which is a year 2000, recycled in 2008.  We trailer 
sail so the boat is on the trailer most of the time.  Are the cracks in 
the pictures typical with bottom paint after a couple of years, or is 
this due to blistering, or what??
The cracks in hull_1.jpg bother me the most as it appears like some kind 
of layer has lifted just slightly.  I don't know how long the hull has 
been like this.  I only looked this year because we lost some bottom 
paint on the keel from grounding on soft sand this spring.  At first, I 
thought that the cracks in hull_1.jpg were the only ones, so I looked 
inside the hull to see if I could see any damage inside.  I pulled off 
the cover to the water tank, then hauled out the water tank and its 
floor.  I found no evidence of damage where the cracks were located but 
did find some blobs of rusty looking stuff on the keel/centerboard 
structure. ??  Yep, they are magnetic.  Where did these  come from?  See 
picture rust_blobs.jpg.  They seemed to be adhered to the keel 
structure.  Oh well, I was going to haul the centerboard this winter 
anyway so I might as well tear up the floor to see what else I find.  
One kind of "humorous" note was that on the inside face of the bulkhead 
separating the head from the water tank was written in large letters in 
pencil "DO NOT USE THIS PIECE".  It looked like an okay piece of ply to 
me.  The tabbing connecting the bulkhead to the hull was loose but Don 
Casey says one must expect this in any boat.
What I mostly need is guidance on how best to deal with the cracks on 
the hull, and where did the rust come from?  Hull is very dry by the  
way.  We didn't do much on the water this year as it was so blasted hot.
