Joe,

Welcome back to the Chesapeake!

If you blow it up you can see the tip of the bottom rudder pin right above
the red/orange line that pulls the rudder down and in.  Hopefully someone
else has a better picture.

On my boat nothing holds the upper or lower rudder pins in their holes aside
from the weight of the rudder (and gravity).  

I once went really really really hard aground while motoring at top speed. 
The entire tiller/rudder assembly popped off.  The linkage attached to the
motor was the only thing that prevented the assembly from sinking to the
bottom, which was probably only a foot from the surface.  Had the assembly
been attached to the bracket it may have torn the bracket out of the
transom.
