Yeah, the Coast Guard presence is substantial, but from the ferries I have
seen that one can now sail around at about a 1/2 mile distance. One does
have to do a lot of evasive maneuvering due to the all of the motor vessels.
I took a sailing class at Chelsea Piers and we just got out of the way one
and all.

Here is what was built for "the huddled masses yearning to be free".
