I rebuilt the brakes on my Triad a few years ago.  All the parts were
available online from Champion Trailer Parts Supply
http://www.championtrailers.com/ .  There are likely other sources too.  If
you are a bit handy, I bet you could even add brakes to an otherwise good
trailer that didn't have them before.  If I recall, the surge brake drum
hubs are a four-bolt add on at the end of each axle.  I also replaced the
brake lines (because I stepped on one) and added a fresh water flushing kit
(in hopes of keeping this set longer).  

If you are not that handy, do you know someone who is?

Wow, this post has really flown the (informational) coop.  But, there is
wisdom 
in the most sexually charged of  responses, even in the more mundane
examples.  

I  Like Mary Lou's idea of having brakes installed.  I will have to
investigate

Hank, I think brakes are required for the trailer in PA.

Joe,
You might investigate what it would cost to add brakes to a trailer 
or to have a trailer shop replace the non-functioning brakes on a trailer.

My recollection is that it wasn't too expensive when we had it done 
on our old trailer
